Branch V9 continues Version 2.02 with inherited, hosted-verified editor and security work from V8, plus shared RBAC catalogue consolidation verified by dedicated V2.02 QA on V9. Remaining soak and relocate items stay deferred — this is not a production RELEASED claim.

Shared RBAC consolidation on V9: LOCAL QA PASS / CONVERGED (catalogue-only foundation for BB, ActiveClinic, and platform administration). Auth no longer falls through to legacy user_roles. Not production-migrated; Phase F table relocate and display dual-read cutover remain deferred.
